O-1? Domestically or Foreign made?

Greetings, I'm rather new to Blade Forums, however I have posted before in November. Anyways, I'm getting a bowie custom made with O-1 toolsteel, and I've read up on it quite a bit and have come across a thread here where someone had stated that all O-1 was foreign produced. (Something to do with Starrett or some similar company forced to divulge the source of their steel) Is this true? and if so, I am curious as to where it might be produced.
If anyone has any ideas, please write in.

O1 is an AISI tool steel designation. Any steel with a specific range of certain elements can called O1. It can be made anywhere in the universe.
