Oddball double hatchet mystery.

Hi all, pardon me for putting up so many threads so soon after joining, but I have never belonged to a tool forum before and I have had a lot of old tools laying around for years that I never knew heads-or-tails about and now I figure I have a chance at finding out about a few of them. I don't think this little hatchet is anything special, but it is the only one I have ever run across. It is a double hatchet that is painted red and has an odd shape. I put it next to a regular hewing hatchet so it's size was apparent. I thought that maybe because it was red it was just something that maybe a fireman had, but it is so small I don't know what good it would be in combating any sort of building fire. Any chance that this head is cast rather than forged? If so it's more of a one-shot emergency tool than something you can use everyday.
 
I have something similar. I don't know but mine seems too thick for wood. I'm thinking maybe a tool for stone splitting.
