hey guys,

i'm unclear on federal laws regulating rifles.

i'd like to purchase a SKS semi-auto rifle,
for nothing more than sporting/target use.

What will i need to do regarding paperwork and crap?
i've seen some types, like Yugoslavian issued rifles selling cheap and due to age, being called curio & relic. I'd prefer a newer MFR'd rifle, maybe a Norinco, and also something a little more 'tactical' looking, but whatever works.

apparently C&R firearms must go thru an FFL liscensed individual, must i also have a FFL C&R to own one? this does'nt sound quite right, i seem to recall discussing SKS rifles at a pawn shop awhile ago and he was willing to sell to anyone.

I'd like to find one on the cheap, and avoid any unneccessary hassles in obtaining/owning one. i'm not a felon or anything, but i feel this rifle is not much different than the .22 Cal. at Wal-Mart.

i'm not looking for a banned semi-automatic assault weapon. i'm looking for a "sporterized" post-ban type, because i want to save myself hassles, and costs as well.

i'm fine with it having a fixed clip. 10 rounds will work. detachable would be nice so i could have 4 or 5 clips of 10 round capacity but i don't think that'll fly legally.

i don't need a folding stock, although a pistol grip or thumbhole on a full stock would be more comfortable for me, i'll live without.

and if this is totally out of place, forgive me. this is the only forum i'm a part of where ppl are largely into firearms as well as knives, at least as represented in their pictures :)
 
As an individual you can get a C&R license and order them directly to you. I work with a guy who does this. He orders from shotgun news and has them shipped to his house. You can go under "forms" and get the application for C&R. Not a bad route to go.

You dont have to have a C&R license to own one. You can purchase from a FFL holder, or you can get the C&R license and order them directly.

it's $30 to file for a C&R, and you need a "chief LEO" to sign it too? that means just walk into a police station or what? LOL

alternatively, it's $25 to use a C&R from a guy up the street. I'd need to talk to him to be sure he still does it. Other advertised ppl range around 10%- or $15-$30.00 depending on how far i'd drive to get it.

I suppose this matters if i'd stop at one rifle, or really begin collecting them. Whether i really need a C&R myself or just go the convienient route.

Apparently laws for owning a SKS are quite murky, but i guess if i bought a Yugo and left it as-is, it would follow "Import guidelines".
 
I agree about getting one. I think it would be cool to have one if you were going to buy several. My friend has accumulated about 40 rifles. :eek: I dont think it would be that big a deal to get it signed by a LEO. If you just went by the station and asked. I guess it depends on where you are. Wouldn't be any problem around here.

I'd say you live in a place where most have guns, i live in a place where most freak out about guns. However, i think i'm going to give it a shot. I'll hold off a couple months, hopefully i'm buyin' a house in the outskirts of civilization, the LEOs out there may be a little more reasonable/friendly
 
You don't need a LEO sign-off, those are for full-auto's. You only have to send them a copy of your application. They have no say whatsoever as to if you get the C&R FFL or not.

C&R licenses are for collecting, so a C&R licensee that will get a C&R stuff for you, for a price, is likely breaking the law.

If he sells you a SKS out of his collection, then it's OK, but if he specifically orders one for you, then he's a dealer and should get a dealer's license.

One word of warning about C&R licenses.... You'll be broke all the time....:D :D So many to buy, so little funds......


SKS's are good guns. Chinese ones are not so plentiful now days. It seems the Yugo's are available everywhere. 50 year old rifles are no big deal. If you get an excellent condition Yugo, I would say that it should be just as good as the Norinco, if not better. Sitting in a crate, packed in cosmoline for 50 years shouldn't harm a rifle one bit.

There are laws regarding their modification, so keep them stock and you should have no problems.

As for "tactical" looking, buy a AR-15. All SKS's look pretty much the same. Yugo's have the granade launcher muzzle attachment and sights, but the only SKS where you'll find folding stocks and other such "tactical" features are modified SKS's. Paratrooper SKS has the detatchable mag but those are kind of rare now too.

As far as the fed's are concerned, buying a .22 at Walmart is exactly the same as buying a SKS at your local dealer. Just fill out the 4473, wait for instant check(NICS), pay your money and walk out the door. Even in New York state, it's that simple, as long as you don't live in or near NYC, that is.
