Looking for....

handle: no more than 4 inches, less would be better, any kind of plastic/g10...etc.
blade: right around 3 inch long, thickness at the spine in the 1/8 range, steel can be anything good, grind doesn't matter, but slicey and robust is preferred
weight: 3 - 3.5 oz
locking mechanism: doesn't matter
price: $50 range, although if stepping up to $75 will drastically improve my options I open to that also

Only other thing is I would prefer the blade to not rub directly against the plastic handle. I know in the 3 oz range the knife I'm searching for will most likely not have steel liners? So does spyderco always use washers in all of there knives?

you're basically talking about the delica 4, VG-10, FRN. handle's slightly longer than 4" but it weighs less than your 3.5 oz. price might touch $60 but the VG-10 is a very good knife steel for slicing. get the full flat ground for that. if you want it more robust, maybe a saber grind will be better. if you want the best steel in the market, get the zdp 189 but the price will go to $105.
 
Delica 4 or the frn native would be my suggestions as well. The delica comes in several different colors and is available with 2 different grinds in plain, combo, or spyderedge. It also has full steel liners and tips the scales at a paltry 2.5 ounces. The native he a much different (some say better, I say worse) ergos than the delica and may feel slightly beefier. Both would be excellent choices but I'd say go with a delica 4. The ffg with the gray handle is my preference.
 
Delica 4 meets or beats most of your requirements. For 50-60 bucks, I don't think you can get a better knife! I was completely skeptical about Spyderco, but I ordered a Delica just because I wanted a knife for running and I figured I'd try them out. It was love at first sight, and I immediately ordered another Spyderco for EDC! They're fantastic.
