Oklahoma Knife Law confusion

When I go to the stickied thread "Renewing Knife Laws In America", and click on the "Oklahoma: Knife Law Preemption". And then click on the HB 1460 in the first line of November 2015, it shows HB 1460 to be "An Act Relating To Telecommunications". Knives are not mentioned once in the entire bill. Which leads me to wonder if knife laws really have been preempted in Oklahoma, or whether someone threw a wrench in the gears of this bill.
 
Thanks. Makes it confusing doesn't it? Using the same number in bills in different years. I did do a Google search and find out what I needed to know. Just thought the person who posted that link might want to go back and fix it is all.

These two bills make carrying a knife in Oklahoma so much easier. The state knife law does not have any blade length requirements. I do like my big folders. ;-)
