Old Brush Axe help

I'm fixing up my granddad's brush axe and was wondering if any of y'all could tell me who made it. That little mark is the only identifier on it.

I haven't really done much except a little sharpening. I figure I'll go pickup a new handle tomorrow since this one is a little cracked in the eye. It does cut extremely well with even the bare minimum of sharpening that I've done.
 
Council Tools of USA (based on the stamp) made these? That's what it looks like. Far out!
 
The strap should hold the head on not a wedge.The key is not setting the head too far onto the haft. You'd like the strap to barely reach around the haft so that when you tighten the screw the strap becomes banjo tight.
 
Greater chance of losing them in the bush....and then having to buy another.

Easily remedied with a can of ugly burn-your-eyes-to-look-at-it spray paint. :D

Bingo. Common mistake I've seen with re-hafted ones is they're set too far down on the shoulder and wedged as if the eye was supposed to be the primary means of retention (since single bit axe handles are usually used in lieu of actual brush axe handles due to availability) and the strap is rarely properly snug.
