Old dug up axe

I recently dug up an old very rusty axe head at an old mill site. Soaked in vinegar and got rust off. It appears to be a folded head type as about one inch of the front is different color from main body. What time period used the folded head technique? My g grandfather had a millpond at this location and he died in 1914. So I assume it is older that that
 
As they say "a picture's worth a thousand words" so an image would help enormously with replies, but I can tell you the darker steel will be harder higher carbon steel usually wrapped as you've already guessed in a lower quality softer, cheaper steel.
