The 1 in the triangle suggest it's either German or European. Are you familiar with the stamp?

It appears to be a German pattern(Rhine,more specific)at a glance,but something about it may say "Communist block countries"...GDR?...Czechoslovakia?...
Not familiar with the stamp...
 
That triangle mark (with the number 1) looks like a quality mark for East Germany (1949-1990), according to Wikipedia and Google Translate.

i have allready seen that in a forestry meeting, tree rings a beil (ha ha ah ) i hope i don't mix up with böker arbolito logo . i thought it was an old stubaï brand but no match! if it's from eastern germany we never find out. seems to be casted, or drop forged ? no din mark Under the poll even faded?
