Old knife identification and restoration

I recently found this knife while air layering an old carob tree.
I'm from Lebanon (middle east) and I always come across coins that date back to Ottoman and crusader times.
This is the first time I find a blade.
How can I tell if it's an old blade or a regular kitchen knife and how do I restore the blade ( proper restoration, not the hack jobs we see on YouTube.

I'm no expert, but I'll go out on a limb and say that (whatever it was) is far beyond any restoration. It's basically a chunk of rust.

Even if there is still any steel under all that rust there would be so little of it left after removing all the rust that it wouldn't be anywhere near what it once was, and that wouldn't really be a "restoration ".
