Thanks for this chart, I appreciate it. I haven't seen this one before. I've seen others however, where the drawings seem identical but the dates put them in the late 40's. Another thing that seems unclear is that the sideways "Q" doesn't say "Stainless" below it on my knife.

Thanks! Are they both considered Winterbottom Bone?

I believe from the photos the congress is bone and the stock knife is delrin winterbottom, but to be sure I would need to have the stockman in hand.
