Old Shingling Axe Head Identification - Partial Mfg Stamp

I need help identifying the maker of the this hatchet head. Per the photos, there is a partial Mfg stamp that appears to end in ...TOYMAN, but that is a best guess. The only other possibly identifying mark is three notches on one top edge next to the eye (see full view pick inside red box). These marks are only on one side. The pic isn't very good, but these marks are identical and obviously not 'wear' marks. Any help would be greatly appreciated!
