OLD style NEW axe head?

No marking, but 4 pounds...$20....steel is hard and doesn't take a file well

I got one of these as my first of many axe purchases on eBay. I sandblasted the nasty red paint off months ago, but I haven't gotten around to hanging it. I don't think anyone has ever solved the mystery of the circle N maker's mark.

Mine doesnt even have that mark on it.
