One of a kind Commander is this a good buy?

As everyone knows I have been looking for a Commander. I recieved an email saying that this person has a unique Commander he will sell me. The description is as follows:

Ok, it's a new in box, satin finish, serial number 11X
and all the screws are hi polish (even the ones for the clip) the clip
is black and the G-10 scales are smooth instead of textured (they look
very closed to carbon)

He wants $250 for it. Is this a good purchase? Might this knife have some collector value?
