Ontario RD9 Becker BK7 blade mods how to?

I want to safely remove the black coating on the blade, and then polish the blade. Any idea how to proceed?

I also want to find an aftermarket, thicker, handle/scales which will work well. Any idea on how to do this, or the above, and good priced sources for what I need?
