Opinions wanted, blade cleanup

I bought this bradley 2 used so I don't know what was done to "acid etch" the blade. I don't really like that there's spots chipping off and wanted to clean it up if possible. Thoughts on how to do so?

I was also wondering if anybody has used Super Blue/perma Blue on their carbon steel knife blade and if so, how'd it turn out and how did it hold up. I enjoy the look of a used DLC type blade so I don't mind scratches and signs of aging.

I have no explanation for the “chipping off” beyond maybe it was a coated blade that didn’t get completely stripped before the acid bath and the coating came off afterward? To make it more uniform I’d just wash it with stones or pistol brass.

As far as the cold blues go, IF you can get the blade dark with it to begin with, it won’t last. I think that blade says CPM154 and if so I doubt cold blues will touch it. Cold blues aren’t actually bluing in the traditional sense and (as I understand it) just deposit a copper wash that turns black but is very shallow and doesn’t wear well at all.
