OT: Interesting site. Bureau of Justice statistics on Justifiable Homicide

i'm a bit confused by the above quote at the bottom of the web page, are they referring to that as 'justifiable homicide' or as 'victims' of police and citizens self defense? either case the statistician who wrote that needs firing, preferably by a squad of riflemen.

Neither. It looks like the department of justice has several pages looking at trends and statistics in crime. All of the pages have the remark that that "The victims of the 9/11/01 terrorist attacks are not included in this analysis." It's probably just part of a template. While it's relevant on a page showing the percent of murders that have multiple offenders or multiple victims, it does seem strange on a page about justifiable homocide.
 
Perhaps a reference, in part, to the resistance of the flight that crashed in PA, where the passengers resisted?

Or maybe just a template glitch.
