Does anyone know of an out the front Knife that is not automatic, had a blade less than 3.5 inches, and is reasonably affordable?

You might still be able to find the Boker "Bokermatic" which was produced for a decent price. Not the most exciting design, but had it's charm. It would push out manually, and had a spring to retract it auto-style.

Schrade has a few "assisted" OTF knives available for less than $40. The Viper. They're pretty cool little toys, as well.

There are pantographic knives, sometimes called paratrooper knives, though those usually refer to the German gravity knives I think. They're really cool designs, its hard to find a quality one these days, I used to have a brass handled one that was nice years ago. I think Cold Steel makes or made one recently that might be good.

Tekna (Japan) made one where the blade is permanently fixed but a shroud slides back to expose it, then slides forward to 'close' it. Seems like it was around in '70's--early '80's. You can probably find the knife on Google. What the availability is these days I don't know. Should be relatively inexpensive if you can find one on the used market. If memory serves, the blade was no longer than three inches though.

EDIT: When I Google "Tekna Hidden Blade" the first pic I get under "IMAGES FOR" is from an old Bladeforum post by Kershawguy from 3/23/07 showing two knives laying horizontal. It is the top knife shown. When I go to the page however the pic seems to have been removed. He was asking $50 for it. Maybe you can find him here if you want more info. It is NOT a folder, a few of which can also show up under similar names.
