I was curious. I see several people here on the Becker Board that are very talented at mods, leather sheaths, kydex creations etc. Is it offensive or against any rules (or even just ungentlemanly) to message someone and ask if they would be willing to create or sell something? I know it may seem overly cautious to ask about this, but I take great pride in this board and truly feel the folks here are of the highest quality...I want to be part of the positive side of that and not step out of line.

I don't see why would that be a problem, as long as both parties agree on something without breaking the rules. I don't think messaging a request goes against the rules.

yup - be polite, and be willing to accept no for an answer if they're too busy or you can't agree on a price.
