is it possible to normalize leaf spring stock with oxy/acetylene rosebud

Sure, and you can probably get it too hot if not careful.

For a actual normalization you really need to hold at a specific temperature which will be hard with a rosebud. Best effort will be to keep moving rosebud trying to get the whole section to an even color while checking with a magnet to be sure you're into the non-magnetic range.
