Paper cutting test

Is it possible to have a knife that is sharp, but does not cut paper well? In other words, if a knife can't cut paper well, must it be dull?

I get the feeling that paper cutting is difficult when your edge has a thick grind, as in, the angle is obtuse. Do you agree?
 
The paper test only really works well to a refined razor edge, and works better the more acute the angle. At least that is how it has worked out for me. Like I have a few knives that are very sharp with an edge of over 20 degrees (per side) that shaves hair decently but doesn't really do paper.
 
If it can shave hair easily it should also be able to push cut paper. I can do this with a thin folder or 5/16 inch fixed blade.
 
My knives are all between 20-25 deg on each side. They ALL shave paper. Some better than others. I find it is more difficult to shave hair with a polished edge than one done with a course or med diamond stone, but thats just me. Others may have different experiences.
