Paramilitary liner question

In short, why is it so rough to open? Nitrolon washers? No washers? My EKI was kind of like this but not quite so much. Why no smoothness? Its pretty cool though, just some of my first thoughts.

I have two Paramilitaries, and both are very smooth to open. I remember that my Military took a little breaking in before it was smooth; could yours just be too new?

Yeah, its all the way new. Does yours have washers?

After taking apart a Chinook II and crimping the washers on reassembly (royally screwing up the action), I'm not about to take apart the Paramilitary. It's smooth now, and that's good enough for me!
