Can you get the locking bar insert for the
ril locking bar also screws for the military?
What kind of locktite does everyone use on the
screws?

Not sure on the parts, but I use blue thread locker. It's strong, but not so much that you can't remove it later on.
 
It's fitted part that's critical to safe functioning of the knife...not a chance you can get that part from the factory. If you need a new one, you'll have to either send the knife back or find a custom knifemaker who's willing to work on it.
 
I bought a couple extra inserts for my Lionsteel SR-1 and I can put any on the knife and it works fine. I would think Spyderco could do similar. I would think a tolerance range of 10 thousandths (+/- 0.005") would allow the insert to work fine and be easy to produce.

That being said I doubt Spyderco will send out the part unless you are over seas. I have had to deal with their warranty department and they won't even let you know if something sounds like a warranty issue and require you to send the knife in to be looked at. It can be frustrating having to send the knife in when there is a good chance it is 'within specs' but I'm sure it makes it easier for them to look at a possible warranty issue. The only time I have heard of them sending out parts is with foreign customers where shipping costs or customs can make sending it in prohibitive.
 
Per my experience, and as stated here, Spyderco has stated that they do not routinely stock parts for knives that are not currently made in the US. They will ship screws to anyone, anywhere, even for Japanese knives, if they have them. The screws I've received have been free of charge.
