First of all. http://www.quickshipmetals.com/quickshipmetals_bright-hammered-stainless-sheet1.jpg This pattern.

I know how to make it on hot metal, or copper. But how do knifemakers get it on their customs. I even saw someone do it on their kiwi 3. Id like it on my Cara cara 2 stainless.
I dont think heating the blade is an option. And how hard can you hit before breaking the mechanism ?

Second thing, how big and deep are the holes on a Rat 1, and how deep the counterbore should be ?

usually, on hardened metals, they drill many holes next to each other then sandblast till smooth.

scales are 1/10 of an inch thick

counter bores need only be as deep as the screw head.
