Pattern welded or etched

Maybe a canister that's been drawn out long, cut down and stacked without removing the canister? Can you tell if it's hardened? That'd be my concern.

Just reread and saw that you only have a picture. File testing a photo usually yields questionable results.
 
Guess an easy way to tell would be to get a photo on each side and compare. The patters should align. If it is etched they will likely differ unless a stencil was used.

I does look weird that the pattern gets tighter near the edge. Agreed that it's not likely pattern welded. I don't forge so I was spit balling how you would make that pattern. All my forging experience comes from watching Alec Steele.
 
Looks more like a netting soak in mustard or vinegar and layed on the blade to give it that pattern
