Pb washer order?

Hey all, I was disassembling a buck vantage last night for the first time, and came across something odd. There are four pb washers, two on each side of the blade, and they each have what seems like a smooth aide and a rough side, where the stamping burrs go along the outer and inner edges. My question is, like a doofus, I forgot what order they were assembled in. Should o put the rough edges facing in, towards each other, so the smooth sides face out to the blade and scale on each side? Or do the rough edges both go out and grab the blade and scale, and the smooth sides slide along each other? Or does it matter?

I don't have a definitive answer, but I'd definitely put the smooth sides together. I only have one knife that is similar (a balisong) so it has 8 Pb washers, but they all seem to be smooth.
