pbc special -issues

I have been trying the pbc special and I cannot get the stuff to melt.
From room temp I put a piece of s30v in the oven, ramp up to 600 soak for 30 minutes pull out the piece and sprinkle on the powder, The powder goes on right as I am pulling out the piece.
The special is a light grey
it stays granular but turns dark gray and forms a crust but no melt
Has anyone had this problem before?
could my soak times not be enough?

Might be wrong since I've never used the special, but I thought the temp needed to be higher than 600 on the special. 600 is about where i use the regular PBC.

With regular PBC I start with my blade at around 600 and sprinkle on the first coat then play a propane tourch over the blade as I sprinkle on at least 2 more coats. Keeps the PBC melting and sticking on real tight. Might work for you.
