I've always taken the term "combat knife" to mean one which is used in the context of a combat environment, but not necessarily as a weapon, and definitely not as a primary weapon. So in that sense, a "combat knife" would not be a "fighting knife". I would see the combat knife as being used for chopping, digging, prying and general light destruction, in addition to more conventional cutting tasks.
To the extent that the soldier is more likely to enter into hand/hand combat than say, a hunter, the knife might be more likely to be pressed into service as a weapon. My point is just that, even in the context of battle, I would still see the vast majority of the knife's uses as being of the non-weapon variety.
Given all of this, "low drag" in terms of penetration and "low drag" in terms of cutting are going to start pulling you in separate directions pretty early on. In my mind, it would make more sense to either prioritize one of the criteria, or carry two knives.
