Perma-Blue Question

I have a ESEE Junglas that has the coating stripped and some action on my belt sander. She is not all one consistancy with some splotcheness? to it's finish. Will this reflect or show thru if I cold blue her with the Perma Blue? Also, I've never cold blued anything, any help would be appreciated.
Please help me ol wise ones...

i have used perma blue on a lot of guns over the years and if the surface is not clean it will show up. the metal has to be free of any contaminants of any kind with an even finish.
