Yes, there is. Two, in fact.
The first is to become a paid member here. Then, you just upload your picture to the forum directly.
The second is to host your picture on a website elsewhere and then use the IMG vB Code. When you go to make a post, above the box you type in is a complicated looking bar of little buttons entitled, "vB Code." Use the IMG button in this box. Try clicking on the Help link in that bar for more information. You will need, however, to host the picture on a website first. There are places where you can host pictures for free. But there's no such thing as a free lunch. Many of these sites have bandwidth limits. Posting your picture on a forum with 15,000 members can generate a lot of hits really fast and quickly exceed your bandwidth limit. Furthermore, these free sites make their money by selling advertising that appears around your pictures. When you post your picture on a forum, only the picture appears, not the ads. So, many of these sites simply don't service requests from forum sites. Such hosts will not work for posting pictures on the forum.
Check with your ISP. Your internet account may include some webspace for free. But watch out for bandwidth limits. And many ISPs will charge you a fee, often very steep, if you go over bandwidth limits. Again, there are 15,000 members here, so it's not hard to go over a bandwidth limit. Otherwise, there are many places where you can host your own website for on the order of $10/month. Wouldn't it be fun to have your own website, not peppered with ads, free to do and post whatever you want. Technically, it's not difficult. You probably already have basic tools for creating websites on your PC and you can buy nice tools for about $50.
