Is there a way in Photoshop to resize an image by stipulating the maximum file size?

I usually take pictures that are over 1MB in size but I want to resize them to around 650 pix wide (and height in proportion) to put on a web site. All I seem to get is around 200K. 100 or less would be good if I didn't lose too much resolution.

I know in PS Elements there is a resize function under the Image tab at the top of the page.
 
I have PS CS and Image Ready although I can't use it very well. I can resize by using the 'Save for Web' function but I was wondering how the commercial pics look so good but are pretty small in file size.

Most definitely, that's why I love Photoshop. Just go to the File menu, and choose "Save for Web". Pick your file type from the pull down, and use the "Quality" slider to reduce the file size. The final file size will show up in the lower left corner. At top on the left, there is a tab for the original file, so you can quickly jump back and forth between the original and reduced size file (Optimized), to see how much, if anything, is lost. The best thing is, PS's algorithm is so good, even if you reduce the quality to 50%, there is very little noticeable loss in image quality. I use this feature all the time to reduce my image sizes to 100k or so for posting on the web.
 
to add to what has been said....you can "automate" the resize process in Photoshop by going to File > Automate > Batch

But you need to set it up as an "action" first. Just start a new action, resize the image to 650 pixels wide, stop recording the action, give it a name.

If you want to really get tricky, then add in "Filter > Sharpen > Unsharp Mask at 50%, 1 pixel radius and 0 threshold" to your action, as well as "Auto Levels" or "Auto Contrast" or "Auto Color".

And even further.....assign it to a function key.

Example: I hit the F9 key on my computer. It performs "Auto Contrast", resizes to 650 pixels wide and then does Unsharp Mask. All in about a second.

If I want to do several dozen pics, then I'll use the "Automate > Batch" command.

This is what I have done (similar) - saves tons of time.

I have grossly oversimplified the process and will gladly walk you through it step-by-step - upon request. If you want to try it yourself....it's really not that hard. The info is in the help file.
