"pivot collar" on slipjoint

Hi,
I am working on my first slipjoint (and first knife) and had a question about a component common to many shadow pattern knives I see. In non-slipjoints, I would call this the pivot collar. I am not sure if there is a more correct term for slipjoints, but it is the larger metal circle at the pivot compared to the handle pins. My question is: How is that made? I suspect it is not the full pivot, as that would be a very large pin. Is making it as simple as drilling out the handle, putting in a piece of metal, drilling that for the pivot, then installing the pivot? I imagine it is slightly more complicated, since the peened pivot pin would hold the "pivot collar" in place, but the pivot collar would not hold the scale in place (unless maybe the hole in the scale and pivot collar are tapered?). I call it a Birds eye pivot.

Have your scales on your liners and your pivot holes drilled.

Pick the size rod you want for your disc and cut off a piece for the disc and flatten one end.
Mill a pocket for the disc over the pivot hole and glue.

When cured flip it over and drill through the pivot hole the liner and the disc.

This is a simplification but pretty much how it is done.
