Pivot collars with a mill?

Hey guys,
I’d like to try my hand at making some pivot collars, but I do not have a lathe. Does anyone use a mill to ‘turn’ collars? I have a Lagun FT2 but I’m no machinist by ann stretch. Any advice is appreciated.

rotary table? or plan on using collet to hols rod stock and then turn by holding some kind of cutter in the vice jaws?
