Please help unknown hatchet, boy scout?

Hello I recently picked up this hatchet at a flea market, the guy I got it from said it was a early boy scout hatchet? But I dont think it is? I could be I wrong I dont know much about hatchets. Its marked usa on the axe head an on the handle theres a worn out sticker that says " scouter an lower down on the handle says ennis? Any info would be very much appreciated an If someone could give me a value also on this hatchet that would be great.

Is the head bonded in or is there a wedge? I don't see a BSA logo so I think this is a scout pattern axe, not a Boy Scouts of America axe.

Saw one of these on "that auction site" a while back. Was in a little better shape than this one, but without the sheath, and I think it was listed at around $30 shipped. No takers, and was re-listed the last I saw of it.

At the time I found some reference to the company, IIRC it was a company in the Northeast USA with the initials NS, nicknamed "Ennis".

Looks like a fixer-upper-user.
 
I dont think that is a "boy scout" axe, but rather as stated, a scout axe pattern or type.

Many companies, US and China alike, called hatchets that were this size "Scout" hatchets, "Scouting" hatchets, or "boys axes". Just a way to designate the size, shape, and overall style. There were several companies that actually made hatchets specifically for the Boy Scouts of America. Plumb being one of the most notable.
