Money is a concern. These will be used in the city (if possible) but are mainly for the field.
What would you recommend?

BDU's and a fleece jacket on sale at a big box store. Heck that's what I'm wearing now. :D

the only way your jacket is worth something is if you have the linner that you can put in to the jacket. I got out in 1985 and I am still wearing the same jacket from the army and I wont buy any other one.

My assumption is the fleece would be worn with an over coat/rain jacket. Fleece on it's own is a poor performer. Wind goes right through it.

I dropped 24 bones on a pair of ripstop Propper tactical uniform pants that even came with a nice nylon belt, and have been extremely happy. Bombproof construction, some sweet pocket placement and not so tacticool you can't beat around town in them. They make great trail pants, you can live in em for a few days without starting to feel really gross. Fleece... I'm not huge on polyester and have never really discovered the difference between a 20 dollar Columbia Steens Mountain zip neck fleece and a 100 dollar Victorinox high end fleece midlayer. More of a wool kind of guy. If you're set on fleece, the Steens Mountain isn't a bad piece of gear for the price. I wear mine around the house on chilly nights but when it comes to outside stuff I don't bother anymore, wool is the way to go.

I've got some tru spec pants that I really like, they're similar to 5.11, but they don't fade horribly as do the 5.11's.

I'm going to throw these two recommendations out, speaking from complete experience with both products. I bought like 8 pairs of pants from LAPoliceGear over a year ago called the Operator pants or something like that, and I must say they have been awesome. There's been some small spots where threads have came loose but it hasn't effected the performance. I'm rough on my equipment, so I expect for small things like that to happen. I will say I have heard from people having problems with the pants, not sure if they were talking about the same models as mine or not. I have the ones without the elastic waistband, they have felcro flaps on the waist to tighten it up if you want.

For a fleece, I had been looking at the TAD Ranger for like...two months and I was totally gawking over it. I was literally one click away from paying the $240 bucks or whatever it was for a fleece and something told me to just turn away. So I did, and like you I was worried about the price factor. I kept looking around hoping I could find something that was atleast similar to the TAD Ranger. That's when I found out that Condor made a clone. I know Condor makes some...cheaper end items, but some of their stuff is made great. Some items are great, some items are horrible. It all depends on what you get. Either way, that's when I found the Condor Sierra Hooded Fleece 605. It's pretty much an exact clone of the TAD Ranger. I figured it to feel like crap, honestly, but when I got it I was completely suprised. It actually feels very nice and I love it. Like the Operator pants, the jacket also has a couple spots where a string hangs out and I've had to cut it off. For $70 bucks, it's an awesome jacket. I recently tested it out in about 30 degree weather, night time, some wind and for several hours and it did a great job. It's made to fit like an "atheltic fit" just like the TAD Ranger, so if you order the correct size you could easily wear an outershell ontop of it in the very cold weather.

These are my recommendations for good and low price. I've been testing the Operator pants for over a year in very tough conditions, and I've been testing the fleece jacket for atleast a couple months now. They are both doing great. I do recommend them.
