Not to belittle your petition or your desire to effect a change, but in my experience, the only practical way to change a law that effects a small minority of citizens is via effective advocacy lobbying. A petition or similar process stands little or no chance of working because that requires thousands of supporters to garner the attention required or to put a measure on the ballot. Unless you have a special relationship with a particularly powerful state legislator, enacting legislation requires money (lots!) and one-on-one lobbying. That's what Knife Rights does. We have proved we can get the job done. I have found no shortcuts.
