If he wants a very good sword, he has to avoid those lard-ass heavy 440A production swords sold through martial arts rags, and surplus shops. Even worse are those "tin" demo swords made in China.
Good samurai swords are not 440 or ATS stainless-steel. Caring for the sword is part of the tradition.
The very best thing to do is to contact some iaido (art of sword-drawing) schools and they will give you some sources. If there are no iaido schools in your area, use this thing you're on called the "internet" to do a search on IAIDO.
