Plumb Jersey, 4lb 10oz, Odd Poll?

I'm beginning work on cleaning up this old Plumb Jersey axe. I've only gotten as far as doing a quick vinegar bath to check for a quench line and to generally help with cleaning up. This is after wire brushing. You can see two lines, one of which I would guess is a weld line? The other, likely a quench line. Weirdly, the top third of the poll also turned a dark black during the soak, and the entire poll formed a faint straight line. After the cleanup you can see a scaly pattern on the metal forming the upper 1/3 of the poll.

Plumbs were made from tool steel it cannot be a weld line: those line were created during heat treatment process.
