Plumb NPS axe

So I've been scrounging the big web of axe heads for sale on ebay and currently have two Kelly works and one Collins axe head. I've been looking for a good Plumb axe head and I may have found one. Only there's one problem, I can't find any info on it. It's labeled as a Plumb NPS axe at 3.2lbs. Every search I've tried on Google has come up with zilch. Closest thing I can find is that nps could mean national parks service, but that's all, nothing related to Plumb comes up. Hopefully someone or a few people see this to help me out with figuring out if this is a unicorn axe or something made up.
 
NPS usually does mean National Park Service, it usually means the tool was part of an order the applicable gov't branch placed with the manufacturer. There are a fair amount of Conservation Corps and Forest Service stamped tool floating around as well. The 3.2 is actually 3 and 2/4 of a pound, or 3lbs 8oz.
