PM misfunction?

I got a PM last night and replied to it. This morning I received a PM notification. When I opened it, it was the same PM I had sent out the night before. How can I tell if the PM was received at the other end? It appears to have bounced.

If it bounced you might not know. The recipient will get an email indicating their inbox is at limit and needs to be cleared out. I've seen that email on my account several times.
