Those things aren't compatible. You won't get the best steel available for $5.

Can you be more specific, like how much you want to spend, what sort of opening mechanism, how big the knife should be, old-fashioned or modern-looking, etc etc.
 
The best VALUE for money small pocket knife would have to be the Spyderco grey Calypso Jnr. (If you can still get one.)
 
it depends on your needs-some would argue that the queens in d2 are great, or others that the delica frn (vg-10) is hard to beat. Or, that the ritter griptilian is well priced. can you give some other criteria? lock? clip, traditional, one or more blades?
 
Any of the Byrd line imported by Spyderco, or any of the Ka-Bar Doziers. You can't beat 'em for the price.
 
IMHO Spyderco makes the best knives for the money. You can find VG-10 or even S30V at reasonable prices.
 
Cold Steel will treat you pretty well. Not quite up to Spyderco or Benchmade quality, but mine's lasted 2 years no problem, still goin.

What about a Swiss Army Knife? I've never had a problem with any of the numerous SAKs I've had over the years. I carry a Soldier everyday, it's a solid, well built knife that keeps an edge.

They're about as inexpensive as you can get and still have superior quality. My Soldier was $18.
 
If you're on a very tight budget, buy an Opinel. A "pocketknife" sized Opinel is less than $10.

Or hunt around for a Schrade OldTimer. Schrade went out of business last year, but some OT models are still common and very reasonably priced, the 34OT, 104OT, and 3OT for instance. Make sure you're looking at the 'real' OldTimers, made in the USA. 'New' OldTimers are being imported from China...

Are you into vintage knives? Bruckmann knives commonly sell for $20 - $30 on eBay. Excellent German quality, made before WWII.

The plastic handle models are very affordable and have top-notch blade-steel (typically S30V or VG-10).

Spyderco Centofante III

Good steel, nice design, great company. You can get a Kabar Dosier for half the price, but I still don't think it beats this knife for value. New Graham is a great dealer as well.
 
In America, Buck 110 is an outstanding value. $30-40 at Walmart or if you want to get a designer steel, order from their custom shop for a few dollars more. I beleive the guarentee is lifetime. :)
