Looking for advice. can't seem to get a completely smooth finish on my blades. I get as smooth as most store-bought knives, but after hardening and tempering, I'm still left with faint swirls. Buffing would be my first guess, but haven't found anything to do a complete job. No one has criticized, but I can see it.

There is no easy one step method.
You have to start sanding starting at coarse, finer, finer, and finest then buff to mirror. It takes quite a while and should be taught hands on by and experienced polisher because the buffing can cause injuries.
