Are the Pond Scum scales being manufactured for the 3" model? Something about that scale is really intriguing.

Don't know for sure, but think its a 3.5 color. The Hinderer Web site's store is not working for me this weekend, so I could not check.
That said, there are translucent green and a green and black layered (really sweet) G10 3" scales in stock at the monkey right now.

Website doesn't show it being made for the 3"... That's a real shame--maybe they may consider it in the future.

So many scale projects in the future. Scales for the ZT collaborations too.
Would be pretty sweet if the majority of colors, textures and materials were offered in all 3 sizes. The 3" was your question, but the 24 seems to have even fewer choices than the other sizes.
But it's all good, We can find scales we like/love from the current offerings and if something interesting/wanted is released later, we can get them and swap at our leisure.

One never knows what the future will bring, I would imagine as with most decisions it is based on numbers.
3" XM's probably comprise a lower production number than the other sizes and the "Pond scum" color probably is on the low side of demand compared to say, Black or Orange etc.
But again, who knows .....

What Rubi said is how I believe the production goes. A lot of factors impact manufacturing decisions. Even if you want to offer everything all the time it's not practical. And yes the black, and other commonly seen scales are a higher demand item. Not everyone want pond, translucent, orange, pink, or digi-cam scales so they are offered in seemingly smaller batches than more standard knife scale colors.
But Rick has said in forum posts that he wants to produce scales for the ZTs (not just 0550/0551) and we have word that more Ti scales will be offered when they can be, especially Ti for the Gen 4 3.5.
