post an animated avatar

How does one do this? I tried, but got a message saying it was not allowed. I have noticed other paying members running gif files for their avatars.

It has to conform to this little note below the avatar interface:

Note: The maximum size of your custom image is 120 by 120 pixels or 9.8 KB (whichever is smaller).
