practice balisongs?

Haven't heard of any practice or training balisongs available yet. Although you can try to tape up the blade of your balisong to avoid accidents when flipping. The only disadvantage of doing this is you might get used to a taped-up blade and won't be as careful using a live blade.

If you’re desperate you could always just buy some cheap brand of bali or if money is no object something more expensive. Put the blade in a vise dull the edge down yourself with a file. As was already discussed, taping the blade is always a good option (I would recommend electrical tape or something thicker than your garden variety clear office tape). You can easily take the tape residue off later with some WD-40 or something similar when you are ready for the live blade.
 
I and I Sports offers a trainer balisong. The real purpose of it, though, is not so much for manipulation practice, since you can just tape the edge of your regular balisong for that. It's intended more for knife sparring.
