I suspect the answer is no, but will ask anyway: from what I've seen, the handle dimensions appear like a waved Dragonfly blade might transplant into a Delica handle. Is this possible? I like the size of the waved D-fly for legal reasons, but would prefer the larger grip of the Delica, whose blade length (waved or not) is a little too close to local blade length limits to be more than a serious hassle.

I don’t think dimensionally it will work. Pivot to lock bar would be off. I would recommend the waved Delica with your choice of steel, modify the blade length to your liking. Only a suggestion.
 
I know knives plus offers regrind services, you could call them and ask if they could do an Emerson delica for you. Below is a link to an example pic on a non Emerson one how you could even grind yourself going slowly on a coarse whetstone and with patience. I ground the point on my police 4 to be more pointy and now it's my favorite knife of all time.
