What's the purpose of having a blunt tip on "rescue" knives, how does it make them rescue instead of child safe?

The blunted tip prevents you from accidentally poking a hole in an accident victim when cutting away seatbelts, clothing, etc.

Rescue knive have great slashing ability (for seat belts and other cloth). They are far from child safe. Its just so you dont accidentally stab people while trying to help them out of a jam.

I always figured it was just in case they ever had to rescue a guy driving a truck load of clams and oysters.
