He owes over $1million in child support arrears for our 2 special needs children. I am his ex-wife of 17 years. The mother to his two sons. I also have Terminal breast cancer. Something shady is happening at PVK because I have been blocked at no one will communicate with me. I need to hire a lawyer only Josh was my only source of income. And this is why I need help. Please

That sounds like a very difficult situation. I can't think of any advice besides contacting a "pro bono" lawyer, who may be able to find some information for you from official sources.
