It seems to be a thin layer of damascus over a core of S35vn. So the answer is a qualified yes. It is not solid damascus, however.

Its called San Mai construction. A hard steel core (in this case S35VN apparently) sandwiched between two layers of softer steel. Doesn't matter much what the outer layers are, but in this case they are some sort of pattern welded steel. Knives have been made like this for centuries.
