QT1 Steel - What is it?

Hey does anyone know the composition of QT1 steel? A friend of mine has lots of it and wants me to make him a hatchet with some 3/8" stock that he has.

Would this stuff even be able to hold an edge?

I really don't know what it is, any help would be greatly appreciated.
