question about ferric chloride

I purchased a couple bottles of ferric Chloride from RadioShack about a 2 years ago. I haven't etched that many blades with it but for some reason it is not etching anymore. Does this stuff have a limited usage time? Is there something I can do to make it etch again?

Did you mix it with water as in 5 parts water 1 part ferric chloride?

I think I initially mixed it 1:1. I'll try adding water and see what happens.
